The parallel National Unity Government (NUG) said in a January 3 report that Myanmar’s military regime committed 4,656 cases of human rights violations in 2023.

There were 334 cases of human rights violations in Sagaing Region, followed by Mandalay Region with 72; Bago Region with 29; Yangon Region with 23; Chin State with 21; Tanintharyi Region with 17; Kayin, Karenni (Kayah) and Shan states with 11 each; Kachin and Arakan states with 10 each; Ayeyarwady Region with two; and Naypyitaw with one.

Civilians were killed in air raids, unprovoked artillery strikes, deliberate killings, and arson attacks. A total of 1,342 civilians were killed, according to the NUG report.

Amid the growing nationwide resistance offensive, the regime has responded by targeting civilians, the report said, noting that the regime carries out artillery attacks, bombing raids and arson attacks on villages and towns daily.

“Violence committed by the regime such as artillery strikes and arson attacks are not just human rights violations. They are war crimes and genocide, which are far worse than human rights violations,” said Arakanese politician U Pe Than.

Since Operation 1027, the regime has increasingly targeted civilian populations in Shan, Chin, Arakan, Sagaing, Kayin, Karenni, Kachin, Mon, and Magwe, according to the NUG.

The NUG said it reported 165 cases of human rights violations by the regime in 2023 to foreign governments and the Independent Investigative Mechanism for Myanmar.
